The Legal Services Unit provides advice and support on internal and external legal matters related to the Council. The Unit ensures that all the Council’s activities are carried out, aligned and are consistent with its establishment instrument, The National Council for Technical and Vocational Education and Training (NACTVET) Act Cap. 129, Regulations and internal rules. It offers services that encompass a wide range of activities including but not limited to:
1. Providing legal opinion/services to the Council;
2. Coordinating the Council and Committee Meetings;
3. Carrying out and facilitating internal review procedures and amendments processes to the Act, regulations, policies and operating guidelines;
4. Vetting all legal documents emanating from outside the Council in which the same is/will be a party;
5. Conducting research on legislation and other legal aspects in which the Council may be a party;
6. Providing legal services and assistance to the Council on interpretation of laws, terms of contract/agreements, procurement contracts, guarantees, letters of undertaking, memorandum of understanding, consultancy agreements and all the other types of
agreements and other legal documents;
7. Drafting, vetting, reviewing, negotiating and providing advice on the implementation of all agreements, contracts and other formal arrangements for operational activities of the Council with stakeholders and non-stakeholders, international organizations and Governmental and non-governmental entities;
8. Providing technical support in the preparation of legislative instruments, including enactments of Parliament and subsidiary legislation(s), and forward them to the parent Ministry and the Attorney General's Chambers;
9. Participate in various negotiations and meetings that require legal expertise;
10. Liaise with the Attorney General's Chambers on litigation of cases and other claims involving the Council; and
11. Provide technical support to the Attorney General's Chambers on the review of various legal instruments such as orders, notices, agreements, and transfer deeds.
